IABA statement on Minister’s Comments re: international competition.

The Irish Athletic Boxing Association is taken aback by comments made by the Minister for Sport in the Houses of the Oireachtas on 28 November 2023, which appear to contradict all previous guidance on Irish athletes contesting against those from Russia or Belorussia boxing under their own flag.

IABA has engaged, fully, with the Department of Sport and Sport Ireland on this guidance since Ireland became a signatory to the inaugural Collective Statement on this and related matters by the Ministers for Sport of 36 countries.

IABA prepared, selected, provisioned and briefed two teams within the framework of this guidance – the 2023 European Under 22 Championship Team and the 2023 World Junior Championship Team. IABA engaged with the Department of Sport on this matter during this period, and no amendment of existing guidance was conveyed.

The 2023 European U22 Championship Team completed their tournament within the framework of this guidance. One boxer withdrew without contesting a bout as a result of this guidance, and 3 boxers were withdrawn as the championships progressed as a result of this guidance.

The 2023 World Junior Championship Team is in the midst of competition in Armenia; one boxer has withdrawn as a result of this guidance, without contesting a bout. Virtually all other remaining boxers, all of whom are 15 and 16 years of age, face the prospect of withdrawal as the competition progresses, in adherence to this guidance.

Deputy Chris Andrews asked the Minister for Sport, during a Select Committee meeting on 28 November 2023, “If an Irish fighter took on a Russian or Belarussian, will there be consequences for the club, for the individual?” The Minister stated “no”, and acknowledged that the guidance issued by the Department and other like-minded Ministers has placed “athletes and the IABA, in a very difficult position in particular. I certainly welcome and applaud that they have stuck to this principle and indeed their boxers and it’s a very important point that they do; but we have always been very clear that the IABA is an autonomous organisation, and that they make their own decisions.”

Whilst this commentary clearly states boxers and their clubs face no consequences, IABA would not have expected individual athletes or their clubs to face consequences under the issued guidance, as such teams are fielded by the NGB, not the club. Additionally, it is difficult to navigate how adherence to this principle can be “very important”, but electing not to do so is without consequence.

IABA notes that, following the Minister’s comments, no correspondence has been received from the Department of Sport or Sport Ireland. This is notable, as the comments change the complexion of IABA competition, and have implications for boxers currently in competition, and for boxers who complied with this guidance at the European U22 Championships.

IABA is dismayed at the lack of communication from the Department of Sport on this matter; in particular, that the Department elected not to issue clear, unequivocal guidance following the Minister’s comments to Deputy Andrews. IABA calls on the Minister to facilitate an urgent meeting.

4 Team Ireland boxers through to World Juniors Quarter Finals.

Team Ireland claimed 4 wins at the Last 16 stage for men at the World Junior Championships in Yerevan, Armenia.

52Kg Christian Doyle, Team Doyle BC recorded his second win of the tournament, a 3-2 split decision victory over Tajikistan’s Abubakr Oibilova. Judges scored that bout 29:28, 28:28, 30:26, 28:29, 28:29. Three bouts later,  57Kg Patrick Kelly, Kilmyshall BC did likewise, coming away with win number 2 against Ognjen Antic of Serbia. That bout finished 4-1 to the Team Ireland boxer: 30:27; 28:29; 25:30; 27:30; 26:30.

63Kg John Donoghue, Olympic Mullingar BC, boxed his second contest of the competition against Mongolia’s Tengis Dalantai  – that finished with a unanimous decision for the Irishman – 25:30; 24:30; 26:30; 26:30; 25:30.

70Kg Alex Noonan Carmody, Riverstown BC contested against Jordan’s Yamen Fahmawiy  in Bout 9, and was similarly decisive, with a UD win on a score-line of 30:26; 30:26; 30:26; 30:24; 30:26

48Kg Aaron Keogh of Drimnagh BC but in a valiant performance against Tajikistan’s Mansurkhuja Muminov, but it wasn’t to be on this occasion, finishing 27:29; 25:30; 28:28; 26:30; 26:30.

5 Team Ireland boxers are gearing up for action on the 5th day of the World Junior Championships in Yerevan, Armenia.

In all, 345 boxers from 51 countries are contesting the tournament, the first of its kind in 8 years. 11 of those boxers are Team Ireland athletes – one of whom, 63Kg Siofra Lawless of Four Kings BC, has at least a bronze medal by virtue of the draw.

No Team Ireland athletes contested on day 2, 3 or 4.

Day Five

48Kg Aaron Keogh of Drimnagh BC opens proceedings for Team Ireland – he takes on Tajikistan’s Mansurkhuja Muminov in Bout 3.

3 wins from 3 for Team Ireland on the opening day of World Juniors.

Team Ireland made it 3 wins from 3 on the opening day of the World Junior Championships in Yerevan, Armenia.

In all,  345 boxers from 51 countries are contesting the tournament, the first of its kind in 8 years. 11 of those boxers are Team Ireland athletes – one of whom, 63Kg Siofra Lawless of Four Kings BC, has at least a bronze medal by virtue of the draw.

52Kg Christian Doyle opened Team Ireland’s World Juniors campaign, contesting against  Surendrasingh Sahil Broad of India in Ring B’s Bout 5. Christian was dominant throughout, and came away with the 5-0 decision. Judges scored the bout 29:27, 29:27; 29:27, 30:26, 29:27.

57Kg Patrick Kelly  opened his tournament in Ring A’s Bout 8, against Mexico’s Edgar Cornejo Pinacho. He recorded Ireland’s second UD of the day, on a score-line of 27: 30, 27:30, 27:30, 28:29, 27: 30. In the same Ring, 6 bouts later, 63Kg John Donoghue contested against Amirmohamma Rostampour of Iran – and won the third 5-0 decision of the day – 30:27, 30:27, 30: 27, 30: 27, 30:27.

There are no Team Ireland boxers contesting on the second day of the tournament.

Submissions sought: IABA Rulebook Review.

 

Work is beginning on revising the rules which govern boxing and the governance structure of the IABA. This includes review of the IABA’s Rulebook. The existing rulebook, adopted in 2019, is below and is also published here

The members of the Rules Committee undertaking this work are:

  • Stephen Connolly.

The committee is seeking submissions from clubs and members on any proposed changes or amendments to the existing rulebook – and these can be communicated to rules@iaba.ie.

Submissions are sought until December 21st.

After this date, the rules@iaba.ie address will remain open for general queries and comments on all rules related matters.
