IABA responses: Additional EGM questions from members.

IABA is sharing the responses to EGM related questions submitted to questions@iaba.ie or directly to staff – the responses are also being published on iaba.ie.

Many thanks to all clubs and club members for their questions.

From Brian Sutton, Arbour Hill BC: “Can the IABA stay with the International Boxing Association (IBA) and apply for associate membership of World Boxing (WB).”

As is proposed in the Motion, should clubs vote in favour, IABA intends to remain a member of IBA and apply for membership of World Boxing. Associate membership, such as that held by GB Boxing in light of the fact it is not a federation in the traditional sense, does not confer full voting rights.

From Liam Morely Brereton, St. Brigid’s Boxing Club, Edenderry: “On Saturday am I right in thinking it’s just a vote and there will be not debate – question answer on the two motions . Or will clubs be allowed to speak”

As was the case at both EGMs in 2022, and in accordance with Standing Orders, delegates attending the EGM on August 26th will have the opportunity to speak and to pose questions

From Nicolas White, Wexford County Board “I would just like clarification on a few things. The first is about the forum questionnaire, I have read the list of questions and the answers, and I was just wondering if on the day of the EGM meeting, can we ask for clarification on a few of the answers and also can we ask any questions that have come to mind after reading the questions and having had the time to digest them, and think of any new questions we want to ask?  Also I would like to know who gave the answers to the questions was it the Board of Directors or if not the Board who? Another question I would like to answer is in reference to Art OBrien being present at the WBO meeting who was he there representing, the Dublin County Board, the Board of Directors or the Lenster Council?I would also like to know who is phoning around the Dublin clubs and trying to influence the vote one way or another? Im very disappointed that this whole thing is being debated on Facebook and other social media platforms. As Chairman of the Wexford County Board, I am bitterly disappointed with the way the Lenster council elections are being run, I can’t see why Lenster could not run there own elections, if they were we wouldn’t be in the mess we are with them.”

There is no forum questionnaire, but you may be referring to the answers shared by IABA to questions posed by members. As was the case at both EGM in 2022, and in accordance with Standing Orders, delegates attending the EGM on August 26th will have the opportunity to speak and to pose questions. The answers to all questions posed by members are approved by the Chair of the Board of Directors. Art O’Brien is a member of the Board of Directors and sits on the Board of Directors as the Leinster Provincial Council nominee. Members may speak to one another on any matter they wish, and may share views and opinions on any matter they wish – it is up to individuals whether they find these views to be of value to them, and up to any individual member to decide if they wish to act on those views. Likewise, members may use any platform they wish to debate any matter they wish, be that social media or otherwise. Operation of elections to a provincial council are a matter separate to the EGM, and your views on this matter have been shared with the Board of Directors.

Ollie O’Neill, Paulstown BC: “If we join the world association will be allowed go to the Olympics”

5 Team Ireland boxers have already qualified for Paris. Their participation in the Paris 2024 Olympics is not in question. IABA will also participate in Paris 2024 World Qualifiers in March and May of 2024. The International Olympic Committee has affirmed that boxing is on the list of sports for LA 2028. World Boxing is working towards IOC recognition, with a view to running boxing at future Olympic Games. This means IABA, if a member of IOC approved World Boxing, can contest Olympic Games.

The purpose of this EGM is to consider two matters. A special resolution and separately a motion.

  1. A special resolution to amend the current constitution of the company so that we have more control over our operations without Constitutional restrictions.
  2. A motion to decide if we should also Affiliate with World Boxing.
  1. SPECIAL RESOLUTION

That, subject to consent of the Revenue Commissioners, the Constitution of the Company in the redline tracked form attached and marked with the letters “C” be adopted as the revised agreed Constitution of the Company.

RATIONALE FOR THIS SPECIAL RESOLUTION

On 22nd June the IOC withdrew recognition of the International Boxing Association (IBA), in accordance with Rule 3.7 of the Olympic Charter and demonstrates the need for IABA to have the ability to affiliate with other international federations which is precluded by our current Constitution as adopted.

The Board recognises and appreciates the concerns expressed by a number of Members and wishes to reassure Members that the provision would only be utilised in circumstances where the IABA Board felt it was in the best interests of the organization, following a ballot of Members. The proposed special resolution is to amend the Constitution of the Company to allow it to place the promotion of boxing in Ireland uncoupled with obligations that are inconsistent and distinct with those objects which relate to any third-party body.

The logic is to ensure that we are not restricted in our affiliations and that the members have more autonomy over this decision which currently has no flexibility in the Constitution as adopted.

MOTION

Does your club wish IABA to remain a member of the International Boxing Association (IBA) AND affiliate to World Boxing?

MOTION EXPLANATION

Should delegates at the EGM vote in favour of the resolution, the IABA will not resign from the IBA. Members are being asked if they wish the IABA to also join World Boxing. If delegates do not vote in favour of the resolution, IABA will not be able to join World Boxing because of restraints in the Constitution, regardless of the outcome of the vote on this motion.

Any questions which your club might wish to raise at the EGM the resolution and the motion or any other matter, should be submitted in advance of the EGM, either by post care of The Company Secretary to The National Stadium, 145 South Circular Road, Dublin 8, or by email to questions@iaba.ie no later than Friday, August 18th at 5:00pm. This will facilitate us in providing the fullest response to any queries at the EGM.

Day Six programme

August 24th will be a rest day at the tournament.

Central Council took the independent decision to field a team at this tournament at its meeting in July, following a review of all federations contesting previous underage European Championships this year. This review included the ongoing European Junior Championships, where competitor nations include Ukraine, England, Scotland and Wales.

Central Council is mindful of the fact that Irish athletes cannot contest against Russian or Belarussian athletes boxing under their own flag, and wanted to ensure there was as low a probability as possible of an Irish boxer being drawn against such an opponent.

IABA notes the appointment of Irish man, Prof. Jack Anderson, as World Boxing’s Ethics Chief.

IABA notes the appointment of Irish man, Professor Jack Anderson, as World Boxing’s first Ethics Chief.

Prof. Anderson, from Limerick, has more than 25 years’ experience in legal practice and sports arbitration. He is currently the legal counsel in integrity regulation at Racing Victoria, where he is on extended leave (2022-2025) from Melbourne Law School, having served as its Professor and Director of Sports Law Studies since 2017.

Anderrson lectured at the Queen’s University Belfast for 13 years before taking up the role of Professor and Director of Sports Law Studies at the University of Melbourne in 2017. 2

His primary research interest is the relationship between sport and the law. Professor Anderson has published widely in sports law including books such as The Legality of Boxing (Routledge, 2007) and, most recently, Sports Law: A Concise Introduction (Edward Elgar, 2023).

He is a member of the International Hockey Federation’s (FIH) Integrity Unit; the International Tennis Federation’s (ITF) Ethics Commission; and a subject expert on the Asia Racing Federation’s Council on Anti-Illegal Betting and Related Financial Crime.

Formerly an arbitrator on the Court of Arbitration for Sport, he now sits on World Athletics’ Disciplinary Tribunal, Football Australia’s NDRC and the National Sports Tribunal of Australia.

As World Boxing’s Ethics Chief, Anderson will advise on issues and disagreements related to governance and operations; review policies and programmes to ensure they are consistent with World Boxing’s ethics and values; respond to complaints and enquiries of an ethical nature; bring forward issues of ethical importance to the Executive Board and Secretary General; and ensure World Boxing’s operational activities are ethical, fair and transparent.

In this independent position, he will be the first point of contact for all issues and determine, in the first instance, if a complaint is required to be elevated to the approved World Boxing independent third-party organisation for further action or can be dealt with reasonably and fairly within the existing governance remit of the organisation.

Anderson was nominated for the role by an independent three-person panel and his appointment was ratified by the Executive Board of World Boxing.

Introducing: Sligo Boxing Development Officer Maeve Clarke

IABA is delighted to formally welcome Maeve Clarke to her role as Sligo Boxing Development Officer.

Maeve boxed competitively at 48kg for Ballinacarrow Boxing Club. Trained by the Reynolds brothers she is formerly twice Connacht champion, Intermediate Irish champion and three-time elite silver medallist. Maeve’s professional background is in business and has been a club coach for a number of years. She specialises in business relations and coaching teenage girls.

Maeve’s role, an IABA collaboration with Sligo Sports Partnership, includes the delivery of all locally based school, community and club programmes in the Sligo area. She will also facilitate training and capacity building within clubs and communities, thereby developing sustainable local leadership for boxing within communities in Cork.

Maeve’s role is of strategic importance to the IABA in achieving its strategic development programmes goals and enhancing existing professional structures.
