Delegates sought: IABA EGM Club Forum.

Following a recommendation by Dunboyne BC at the Leinster EGM Info Meeting, it is proposed to establish a forum to discuss the matters on which clubs will vote at the EGM on August 26th. This forum will publish a collected opinion before the close of EGM registration, midday August 23rd.

**The Central Council may wish to nominate one person from each provincial unit from within its own membership, or it may wish to invite the provincial units to nominate a delegate to the forum.

The composition of the forum is proposed as:

6 delegates in total – One from each provincial unit.

The deadline for nomination is midday on Monday, August 14th.

Monday, August 14th – by Zoom at 7pm.

Monay, August 21st – by Zoom, at 7pm.

  • The duration of both meetings is up to the forum delegates
  • Minutes will issue to forum members after each meeting, and the final document,  a collected opinion on the matters before clubs at the EGM on August 26th, will issue to all forum members for sign-off before publication on iaba.ie and issue to all clubs and units by email.

Meetings will be facilitated by IABA staff.

Registration has opened for IABA’s Extraordinary General Meeting on Saturday, August 26th. The purpose of this EGM is to consider two matters. A special resolution and separately a motion.

  1. A special resolution to amend the current constitution of the company so that we have more control over our operations without Constitutional restrictions.
  2. A motion to decide if we should also Affiliate with World Boxing.
  1. SPECIAL RESOLUTION  

That, subject to consent of the Revenue Commissioners, the Constitution of the Company in the redline tracked form attached and marked with the letters “C” be adopted as the revised agreed Constitution of the Company. 

RATIONALE FOR THIS SPECIAL RESOLUTION

 On 22nd June the IOC withdrew recognition of the International Boxing Association (IBA), in accordance with Rule 3.7 of the Olympic Charter and demonstrates the need for IABA to have the ability to affiliate with other international federations which is precluded by our current Constitution as adopted.

The Board recognises and appreciates the concerns expressed by a number of Members and wishes to reassure Members that the provision would only be utilised in circumstances where the IABA Board felt it was in the best interests of the organization, following a ballot of Members. The proposed special resolution is to amend the Constitution of the Company to allow it to place the promotion of boxing in Ireland uncoupled with obligations that are inconsistent and distinct with those objects which relate to any third-party body. 

The logic is to ensure that we are not restricted in our affiliations and that the members have more autonomy over this decision which currently has no flexibility in the Constitution as adopted.

Does your club wish IABA to remain a member of the International Boxing Association (IBA) AND affiliate to World Boxing?

MOTION EXPLANATION

Should delegates at the EGM vote in favour of the resolution, the IABA will not resign from the IBA. Members are being asked if they wish the IABA to also join World Boxing. If delegates do not vote in favour of the resolution, IABA will not be able to join World Boxing because of restraints in the Constitution, regardless of the outcome of the vote on this motion.

Delegates nominated by clubs must verified members – this means they must be included in the club’s affiliation application, through Blocworx, for the 2023/2024 season as members and be over the age of 18. *Please note, delegates will be required to present photographic identification (passport, drivers’ licence, etc) on the day of the EGM.  

 Any questions which your club might wish to raise at the EGM the resolution and the motion or any other matter, should be submitted in advance of the EGM, either by post care of The Company Secretary to The National Stadium, 145 South Circular Road, Dublin 8, or by email to questions@iaba.ie no later than Friday, August 18th at 5:00pm. This will facilitate us in providing the fullest response to any queries at the EGM.

IABA responses: EGM questions from members

IABA is sharing the responses to all questions posed about EGM related matters through questions@iaba.ie and directly to members of staff. IABA will also share, and publish, the response to questions posed through social media. IABA did intend to propose one motion capturing both questions. The Board of Directors listened to feedback from all four EGM Info Meetings, and felt it would give clubs greater choice and control in decision-making to separate that question in to two separate votes. As outlined in the Notice of Special Resolution, the Notice of Motion and the EGM Agenda, shared with all clubs and published iaba.ie, the vote on the special resolution on amending the constitution will take place before the vote on the motion, so, clubs will decide if they wish to amend the constitution first. As shared in the EGM Frequent Asked Questions document and at the EGM Info Meetings, 38 federations have formally expressed interest in joining World Boxing. In addition, as outlined at the EGM Info Meetings, the FAQ and the text of the motion, IABA is not asking clubs to leave IBA. The vote won’t be spoiled if a club choose to cast their ballot on one of the two questions, only. Clubs attending the EGMs in July and August of 2022 and the AGM of October 2022 voted using permanent ink in the form of a pen. This will not change for the August 2023 EGM.

The Chair outlined in all four EGM Info Meetings the reason for holding a vote on joining World Boxing at this time, which includes the opportunity for IABA club members to sit on key World Boxing commissions and committees and so, contribute to shaping World Boxing as an international federation . This was also outlined in the Frequently Asked Questions document shared with all clubs and published on iaba.ie. In addition to the countries you mentioned, GB Boxing is an associate member of World Boxing. England Boxing is a member of World Boxing. The Dutch Federation is a member of World Boxing. In the World Boxing calendar shared with all clubs and published on iaba.ie, competition at U23, U19, U17 and U15 is included.

IABA notes England Boxing as an affirmed member of World Boxing.

World Boxing has today confirmed that England Boxing is among its foundational members.

England Boxing join USA Boxing, Boxing Australia, New Zealand Boxing and the Dutch Boxing Federation as members of the newly formed global governing body for boxing.

GB Boxing has been granted Associate Membership as it is reponsible for managing Great Britain’s elite, World Class Programme (WCP) and taking the team to tournaments, such as the European Games and the Olympic Games, where boxers from England, Scotland and Wales compete as Great Britain.

All six members will attend World Boxing’s inaugural Congress in November 2023 and have the opportunity to nominate candidates for offices within the new international federation including the Presidency and Executive Committee and membership of Committees and Commissions. The five full members will have voting rights at the Congress.

All six countries have completed an application process and been approved as members by the
Executive Board of World Boxing.


The application process for National Federations to become members of World Boxing is overseen by the
Secretary General, Simon Toulson, and designed to ensure that all applicants are deemed to be in good
standing and, through their statutes and operating processes, are able to demonstrate:


• A transparent and open election process for the appointment of office bearing roles


• The existence and operation of WADA-recognsied anti-doping polices and processes


• Evidence of a structured, dispute resolution and appeals process that is either fully independent or
subject to external input.

• Formal recognition by either their National Olympic Committee (NOC) or Ministry for Sport

World Boxing will be writing to all National Federations this week (w/c 7 August 2023) to invite them to apply and nominate candidates for the office bearing positions of World Boxing by 25 August 2023.
All nominations will be vetted by an independent third-party and the final list of approved candidates will be published in October 2023 – 30 days before the inaugural Congress. To be eligible to stand for election, all candidates must represent a National Federation or organisation that is a member of World Boxing.


World Boxing was launched in April 2023 and aims to ensure that boxing remains at the heart of the Olympic movement. It will seek recognition from the International Olympic Committee (IOC) and plans to work constructively and collaboratively to develop a pathway that will preserve boxing’s ongoing place on the Olympic competition programme at Los Angeles 2028 and beyond.

IABA is sharing its completed workshop series on applying for Sports Capital and Equipment Grants, designed to assist clubs in making their applications.

The scheme, open to clubs in ROI, has been amended and upgrade from the previous round. Key features under the 2023 Sports Capital round:

– Maximum grants for local projects increased from €150,000 to €200,000;

– Maximum grants for regional projects increased from €300,000 to €500,000; and

– New rules on providing similar access to facilities for men and women.

The 2023 Sports Capital and Equipment Programme is now open for applications and closes 5pm on Friday 8th September 2023. The deadline for registration is 5pm on Friday 25th August 2023.

In the last round of awards made in February 2022, 42 boxing clubs successfully applied for equipment and capital project grants, worth a combined total of 585, 194. The highest award was 288,00 for a building project. A full outline of all awards is available here
