One opening day win for Team Ireland at the World Youth Championships

75kg TJ King had a sensational debut on the first day of the World Youth Championships in La Nucia, Spain.

The Phoenix of Ballyboughal, Dublin stepped between the ropes against Estonia’s Igor Antonov, and it was all over before the first round was out – the middle weight claimed his win by way of RSC.

Not to be, however, for minimum Patsy Joyce, who met India’s Vishvanath Sureshvish. It initially appeared that the decision was to go the Westmeath boxer’s way. However, bout review was invoked. This took in to account the scores of the ringside Observer and Evaluator, and added them to those of the 5 judges. This gave a 4-3 decision in favour of the India boxer. The five judges had scored the bout: 28:29, 29:28
30:27, 27:30, 27:30

51kg Jack Harkin also fell afoul of the dreaded 3-2, against opponent David Miguel Ibanez Ospino of Colombia. The judges scored the bout: 30:27, 28:29, 29:28, 28:29, 30:27

Bout Review Process:

The IBA, on Friday, announced the return of the bout review system, which had been suspended. It says “The full digital ecosystem is to be implemented by January 2023.” and it outlines the operation of the system at the World Youth Championships

“A hand will be raised by the Observer to activate the review process so that the respective coaches and boxers are fully aware that a review has been initiated. Immediately upon the conclusion of the bout, and within 5 minutes, the review must be done and concluded.

The Bout Review will be automatically activated if there is a discrepancy between the results of the 5 Judges and both the Observer and Evaluator; the review will be activated in the result of an inconsistency with the following points decisions (3:2). The review will also be considered if the actions of the Referee have contravened the Technical and Competition Rules, which have impacted on the overall result of the bout. This must be agreed upon by both the Observer and Evaluator in the first instance.

The scores will be compared between the respective Judges and those of the Observer and Judge Evaluator.  If the Observer and Judge Evaluator agree that the decision of the Judges is correct, then there will be no change in the result.

If the Observer and Judge Evaluator disagree with the results of the Judges, for example, the overall result after three rounds is 3:2 to red, however, both the Judge Evaluator and Observer have scored the bout to blue, the adjusted result in this instance would be 3:4 to blue. This is when the bout result would be announced a blue win, based on the evaluations by both the Observer and the Judge Evaluator.

In the event of a Bout Review, the Observer and Evaluator will determine the winner of the bout using all three scoring criteria:

  • Number of quality blows on the target;
  • Domination of the bout by technical and tactical superiority;
  •  Competitiveness.

In the case of a Bout Review claiming that an IBA Technical and Competition Rule was violated by the Referee, the Observer and Referee Evaluator will determine the winner of the protested bout by reviewing the detail and finding:

  •  A clear violation of a rule that warrants the reversal of the decision.

The review should clearly indicate which IBA rule(s) has/have been breached, in which round(s) the breach is alleged to have taken place and how the breach(es) affected the final result.”

There will, for the second day, be six sessions of boxing. 5 Team Ireland boxers are in action

57kg Roy Farrelly takes on Chen-Hsueh Lee of Taipei in bout 10 of Ring A’s morning session, while his clubmate, 60kg Lee McEvoy, opens his account in bout 9 of Ring A’s afternoon session, against Turkey’s Muhammed Bursa.

Featherweight, Rebecca Kavanagh, meets Italy’s Luisa Acconcia in Bout 1 of Ring B’s afternoon session. In bout 5 of the same ring and session, light middleweight Laura Moran also meets an Italian opponent, in Gloria Marelli.

And in Ring B’s evening session, bantamweight Gavin Ryan contests against Belgium’s Adam Bensaddoun in bout 6

Boxing Clubs invited to apply to Sport Ireland Energy Support Scheme

Sport Ireland is opening its Sports Energy Support Scheme to boxing clubs. The application process takes under 5 minutes and is available here

****55 clubs have already completed their expressions of interest. These clubs do not need to complete a second expression of interest – they are invited to up-load their utility bills/screenshots of utility bills here

This funding is designed to support boxing clubs with rising energy costs associated with delivering training, including indoor activity in winter, the provision of outdoor floodlighting, etc.

  • Sport Ireland will only accept applications under this scheme from boxing clubs which own/lease the sporting facilities and/or which are the primary utility bill payer.

Eligibility:

• The Sports Energy Support Scheme (SESS) will contribute to the increased energy costs associated with providing sporting activity, only.

• The Eligibility period will relate to increased costs sustained between September 1st 2022 and March 31st 2023, when compared with costs incurred between Sept 2019 and March 2020

• Non Energy related increases are ineligible. These include increased costs in accommodation, rent, rates or labour costs.

• Fuel costs associated with machinery, vehicles, travel or transport do not qualify.

• Pre-existing debts or deficits do not qualify.

• Energy costs associated with non-sporting activity such as bars, restaurants etc. are not eligible under SESS; however, such trading activity may be eligible for support under the

Government’s Temporary Business Energy Support Scheme (TBESS).

• Organisations applying for support must own/lease the sporting facilities or be the primary utility bill payer.

The Scheme will be open to Sport Ireland Recognised/Funded NGBs. This is to ensure pre-existing levels of governance and operational assurances exist between Sport Ireland and those in direct receipt of funding.

• The Scheme is aimed at supporting Clubs in the Republic of Ireland only.

• Sport Ireland will establish a minimum level of support for clubs. This will be determined when the extent of the demand from the sector is known.

• Support will be capped at a maximum of €60,000 for any one club.

• The Scheme will not cover:

➢ Private/Commercial gyms, pools & sports facilities (Private/commercial enterprises

are eligible to apply for TBESS)

➢ Local authority facilities

➢ School or Third level sports facilities

Clubs which do not have copies of their utility bills from September 2019-March 2020 to hand can request them of their utility provider.

Sport Ireland has advised that it does not expect to pay grants to any successful sporting club until early 2023. Sport Ireland will assess and allocate the Sport Energy Scheme funding to the IABA on behalf of the clubs, with distribution expected in Quarter One of 2023.  Meeting the eligibility criteria and/or submitting an application is no guarantee that your application will be successful, and a grant will be awarded.  Clubs can only submit one application.

The draws have taken place in La Nucia, Spain, for the World Youth Championships.

In all, 650 boxers from 89 federations are contesting the tournament, including Team Ireland’s 24 boxers.

Preliminaries and Quarter Finals will be boxed between November 15th and 22nd; semi finals take place on November 23rd. There’s a rest day on November 24th and finals will be boxed on November 25th.

Two rings will be in operation up to completion of the semi-finals; finals will be boxed in a single ring and the IBA will stream all bouts on its YouTube channel.

Ballot papers for election of non-Executive Members of the Board of Directors are en route.

These ballots have been posted to the postal address your club included in your Blocworx portal as part of your affiliation for the 2022/2023. They must be returned, with the enclosed signed slip, to 31 Grange Ter, Kill of the Grange, Blackrock, Co. Dublin, A94 A3E7, by midday on November 30th. Ballots arriving after this date and time will not be counted.

2022 AGM:

The Annual General Meeting of the IABA has been scheduled and registration is now open to all clubs which successfully affiliated by November 1st.

The following two motions will be proposed, considered and voted upon by Members:

Motion 1:

“That the Company Constitution and the Company Rulebook 2019 be amended to reflect the change of name of the Association Internationale de Boxe Amateur (otherwise “AIBA”), to the International Boxing Association (otherwise, the “IBA”).”

Motion 1 explained:

On the 22nd November 2007, as part of a programme of reform, the name of the Association Internationale de Boxe Amateur was changed to the International Boxing Association, however the abbreviation of the name remained as the AIBA. In December 2021, the acronym “AIBA” was officially changed to the “IBA.” This was done to rebrand the organisation and to distance itself from the prior administration. The motion before Members today is to amend the IABA Constitution and Rulebook to reflect the acronymic changes to the International Boxing Association. The amendments to the IABA Constitution have been highlighted for ease of reference by Members.

Motion 2:

“That Article 80 be amended with the insertion of sub-paragraph (c) which states that:

The Board may resolve to affiliate, or disaffiliate, the Company with some other association, company or other body where it appears to the Board appropriate to do so and the Board may accept affiliations from associations, companies or other bodies who have an interest in, or association with, boxing on terms set by the Board .”

Motion 2 explained:

In accordance with the main objectives of the Company, which are to foster and develop boxing in Ireland, this addition to the Company Constitution will empower the IABA to affiliate, or disaffiliate, to such other organisations and/or associations, which will assist the Board to promote the main objectives of the Company.

NOTE: The above motion entails an amendment to the Rules of the Association and, accordingly, in accordance with Article 17 of the Company Constitution requires a quorum of 60 affiliated Member Clubs present represented in person by their delegates.
